Ulrich is a seasoned policy analyst, social scientist, program manager, and dynamic team leader with over 30 years of experience driving success for public and private institutions at local, national, and international levels. He excels in analyzing critical issues such as artificial intelligence and global, national, and local governance. Ulrich's blog, World and City, offers thought leadership on policy frameworks for sustainable cities and regions. As Chair of the Scientific Committee for the International Society of City and Regional Planners and as an International Fellow of the Academy of Social Sciences (UK), he delivers deep expertise and innovative insights.
His career launched during Germany's reunification in 1989, where he was instrumental in establishing new institutions in Dresden and Saxony. Ulrich then guided the EU, national, and regional governments through the complexities of EU eastern enlargement. As a United Nations envoy, he has advised governments worldwide on effective policy development and implementation. Since 2014, Ulrich has been an independent consultant, lending his expertise to over 50 countries. Currently based in Berlin, Germany, he has also completed multi-year assignments in New York and Nairobi."
