Policy Development and Analysis


Policy Development and Analysis are cross-cutting tasks of my entire professional career and you may find traces of this in other sections of my website or in my LinkedIn profile.  World Bank Group: Local Governance and Climate Resilience in Municipalities of Jordan (2023-24)

As part of the Municipal Services and Social Resilience Project (MSSRP) of the World Bank Group and as a fact finding mission the Royal Society of the Conservation of Nature (RSCN)  invited Ulrich Graute on a mission to Jordan to review climate change impacts, related policies and governance mechanisms in municipalities in preparation of a possible new project featuring resilience building against climate change in cities of the Kingdom of Jordan. Overall purpose of the consultancy was to support the RSCN team in launching the process to develop a new project on resilience building in municipalities of Jordan. Main outcome of the consultancy was an analytical report which now feeds into the process of developing a new project by the government of Jordan for the World Bank Group.

United Nations: International Guidelines on Urban and Territorial Planning Handbook

UN-Habitat published in 2018 a new Handbook to which I contributed as principal author. A team of peers at UN-Habitat drafted the Terms of References and reviewed drafts.

On the website on UN-Habitat the publication is described as follows:
"In 2015, the Governing Council of UN-Habitat approved the International Guidelines on Urban and Territorial Planning as a set of universal principles for the improvement of policies, plans, designs and implementation processes that lead to more compact, socially inclusive, better integrated and connected cities and territories that foster sustainable urban development and are resilient to climate change. Still, while the Guidelines serve as a compass to guide decision-makers, a practical companion is required to operationalize their principles and recommendations. This handbook for the Guidelines is that companion, and part of a series of tools designed by UN-Habitat to improve planning practice.
The approach of the Guidelines requires that planning is examined not only as a technical tool for urban and territorial change, but is also tested for the quality of the decision-making processes. Thus, the handbook provides an overview of the scope of topics covered by the Guidelines and puts special emphasis on planning processes, products and outcomes while making reference to additional tools, literature and resources for planners, civil society actors and policy-makers at the national and local levels."

To support housing, urban development and land policy reforms in Europe the Committee on Housing and Land Management of the Economic Commission for Europe (ECE) is supporting countries in the region in preparing country profiles. These profiles are a tool for Governments to analyze their housing, urban development and land management policies, strategies, and institutions. At the core of the country profiles is an analytical study of housing, urban development and land administration and management written by international experts and peer-reviewed.

To include urban development UNECE teamed up with UN-Habitat’s Regional and Metropolitan Planning Unit RMPU through UN-Habitat’s Moscow Office for projects in CIS. As senior adviser I drafted the chapter on urban development for the country profile. The Belarus Country Profile has been published in October 2019. It includes policy recommendations and is expected to inspire development of Belarus and to provide the basis for informed decision making.
